Regarding _how_, I suggest reading the NEC2 User Manual, which should
be downloadable from the same archive where you found the executable.
If it's not, I have a copy in MS Word format, probably Word v. 5 or
6, that I could email.

Regarding _where_, I suggest the (sub)directory that contains the executable.
