If you have NEC4 or the Ohio State Thin Wire Program, you can approximate
the effect of a thin coating on an antenna. The programs are really
intended for insulation on wires, but loss is allowed, so copper oxide
should be ok.
My own work is limited, byte I have found thin coatings such as enamel on
wire to have negligible effect. An approximate solution was published in
Communication Quarterly as Insulated Antennas.
