NEC-LIST:monopole elevation tilt

Thank you all for your advice however my problem is a bit different than
most people thought.My fault no doubt !! First I am talking about a
microwave antenna not an antenna above earth. I am also actually talking
about an end fire leaky wave type of antenna mounted below a surface so to
speak conformal antenna. The normal squint angle in this case is ofthe order
of 15° . If I could get it to 3° I would be pretty happy !!
Any new ideas ? Thank you again,
