Phil, in my opinion, the Debian flavor seems best for code
development (more stable and easier for source code compilations due
to their more stable kernel and libraries), while Ubuntu and others
are generally more for utilization (i.e. "ready to use" and more
"user-friendly"). However, most commercial Linux-based softwares use
SUSE Linux as their standard Linux OS. By the way, NEC2, NEC2++ and
other variants are already available in package form for Debian (i.e.
compilation is not required).
Hope this helps.
