I'm not at all an expert at this, but I believe you'll find that in
order to measure an extremely high Q inductor you'll be faced with the
problem of making the measurement without letting the inductor come
anywhere near any lossy material or any conductor capable of having eddy
currents induced. And, of course, you'll have the same problem trying to
put such an inductor to any practical use. That, I suspect, is the real
limiting factor on Q.
