If by stub loading, you mean using sections of transmission line as lumped
elements, then you could do the same in NEC, by creating the appropriate
length TL segments.

Linear loading, meaning distributed loading, could be done with one of the
LD cards, or if you're talking about something where there's a parallel
wire, then by just putting in the wire.
