Hi,
Just build the very small but broadband dipole as suggested by Ian Roberts,
but with a few differences: it now is a vertical two element monopole above
a conducting ground plane and with a working frequency from 137 tot 150 MHz
(SWR<2.0, for satellite comm's), so a simple 52 centimeter quarter
wavelength vertical with a 13 MHz VSWR<2.0 bandwidth would not do this job.
However with a somewhat smaller (42 cm) gronded monopole spaced
approximately 15 mm next to it, it does a good job having measured its
VSWR<2.0 bandwidth as being as large as 30 MHz (138 to 168 MHz with an HP
VNA).
Here's the NEC file I used, you can use it for the construction details.
