It would be helpful if you mention the application. Is this for immunity
testing, or is it for communications?

You probably realize that most antennas in the LF range are narrow band.
Covering LF to HF (do you mean 3 MHz or do you mean to 30 MHz?) is an
unusual requirement. A 50 ohm dummy load covers that range, but even
resistively loaded or terminated antennas are unlikely to cover the full
range without an adjustable matching network.
