I should have re-read your question, because some time went
by before I read the wire list and sent my last answer.
When I read your wire list the first time, I thought
something was odd about your angle specifications. I think
that was the real root of your problem. The range for
"theta" is 0 to 180 deg., but you have it starting at -90.
Also, since you are running a real ground, the range should
be restricted to 0 (straight up) to 90 deg. (straight out
horizontal). I modified your RP statements, including
changing XNDA to 1004 to get the average gain report, and
ran them. Now the average gain for the 2-wire is about
twice that for the 1-wire version. I have attached the
input and output files so you don't have to re-run them, but
they won't show up in the cc to NEC-LIST.
