Did you put your 'nec2.in' file in the same folder as from where you
started the Nec2dXS1500.exe program ?
I just (re)checked it overhere, and it works without any problem(s).
Note also that two file-names are asked for. First an existing
input-file name and second a name for the output-file to generate.
