A few people have asked me how to obtain a copy of NEEDS 3.x.
Well, that's my question, too.
My only reasons for suspecting that it might be available are:
(1) NEEDS 1.x and 2.x were made available to the user community
through ACES at a reasonable cost, and,
(2) the NEEDS 3.X documentation was approved for public release
and unlimited distribution.
NEEDS 3.x is based on NEC-4 so there are a few built-in restrictions
on distribution there. I don't know whether the NEEDS graphical shell
can be easily modified to run with NEC-2 or not.
In any case, NOSC and ACES are well represented on NEC-List so I hope
we'll soon hear something from somebody who knows.
