A paper which has some relevance to this problem, though dealing more
specifically with the actual siting of antennas for low-angle HF propagation,
is "Booker, H.G. and Crain C.M., "Radar and Communications Antenna-Siting
for Low-Angle Radiation at High Frequencies", IEEE Trans. on Antennas and
Propagation, AP23, No.4, July 1995, 560-565. Of course, the amateur
literature is full of articles dealing with the subject of antenna height,
if one is lucky enough to possess the necessary real estate!
