Long ago, a South African company offered software to aid in
constructing wire grid NEC models of complex structures such as
aircraft. Is this still available, and are there any other programs
currently available for this purpose?

I recall a company such as you describe which we used for aircraft antenna
placement analysis back in the early-mid 90's, but I don't recall the name.
However there is always ATDI, a French company, I believe. Very expensive.
~ $40K. It can import various file formats such as an Autocad drawings and
allows you to place antennas on the structure for analysis, co-site,
propagation, etc
