I usually use mstrip 4.0 (multistrip) for this, its also based on MoM
with a reference to nec.
Its freeware and you can get it here

It probably does exactly what you want.
In nec 4 you can use a buried groundplane and a number of parallel
conductors just above ground but i haven't tried this myself..
