It's a guideline, not an absolute limit. There are quite a
number of "conservative" guidelines, which may be crossed
but at some risk to the validity of the results. One test
you should make is the Average Power Gain test. If you want
to read a lot about modeling, and this test in particular,
go to L B Cebik's web site and look at his articles.
