   I had a look at this document once but never used the code.

   Maybe there is a fortran guru around who can give a look. This one has
   some notes in the fortran code.
   They both worked at the Communications Research Center, Department of
   Communications (Canada).
   This is a BJ Rook but i have no idea if it is the same [rookbj AT
