NEC-LIST: NEC2 C++ Port uploaded to NEC Archives web site

A port of NEC2 to C++ has been uploaded to the unOfficialNEC Archives
web site
( http://www.si-list.org/swindex2.html). Source code and also a Windows
executable (compiled under MINGW) is available for download.

The code was provided by Tim Molteno of the University of Otago in New
Zealand.
