Your question is much too vague to be answered. Please specify: the
phase between what two voltages or currents or field components,
where, with what geometry, and with what excitation?

I find this question somewhat vague (Coupling between what and what?
In what circumstances? With what excitation? Etc. Phase and
amplitude of what?), but if it means what I think, the answer is yes.
