Satisfactory high-ratio (e.g., 9:1 or 16:1) baluns with wide
bandwidth (e.g., 1.8 to 30 MHz) are notoriously difficult to build,
especially if high power must be handled.
The usual advice is to cascade two lower-ratio baluns/transformers,
e.g., two 3:1 baluns/transformers to obtain 9:1.
I recommend Sevick's book on transmission-line transformers.
