NEC-LIST: NEC List: Program to simulate dipole on lossy dielectric

I have a requirement to evaluate the performance of an antenna (dipole) on,
or even embedded within, a lossy dielectric material. I would like to be
able to model the impedance of the antenna, and the field strength and
pattern in the far field. I do not believe NEC will do this, at least not
version 2 or 3. Will version 4 do this, or is there any other software that
will do this without having to spend many thousands of dollars?
