NEC-LIST: Small loops -NEC-4

The NEC-4 manual states that when a small loop is excited by the field due
to a nearby charge, an incorrect solution with large circulating currents
may result. The manual state that the only way to avoid this is to use loop
basis and weighting functions. Can anyone provide advise on how to do this?
