I don't know about NEC4WIN..., the NEC2 manual says:
"Segments will be treated as connected if the separation of their ends is
less than about 10-3 times the length of the shortest segment. "
In your case, depends on the number if segments you selected. If 10
segments, that would be yes, as 0.00001 is less than 1/1000 of
0.1(length/10 segm)

I suspect, as in NEC2, that the numbering is necessary, and must be
unique, to permit differentiating between elements/segments.
