NEC2 is widely available on the web in a variety of forms for free. You
don't need a special version for NASA use. I use 4nec2 from Arie for it's
nifty user interface, and because it generates POVray output files for
visualizing the pattern. Try going to http://www.nec2.org/ and there are
links to the various sites where you can get an executable (or source, for
that matter). There are a variety of enhanced versions around (EZNEC,
nec4win, etc. ) that you do have to pay for.
The Applied Computational Electromagnetics Society (ACES) web site (which I
can't remember off the top of my head, but a google will find it) also has
links to software, as does the JPL EMLIB site (http://emlib.jpl.nasa.gov/)
