Are you implying that the horn is a dielectric lens ("horn itself is made of
non-conducting materials")? Most "horn" antennas have conducting elements
and surfaces.

I try to build a horn antenna model, which has waveguide built inside, with
wire grid , but has some problem :

since the horn itself is made of non-conducting materials but the waveguide
is not,
