I think you are making an undue meal of this.
When you say a car is travelling at 30mph, you don't
normally ask "which hour". The averaging is implicit
or the value reduced to an instantaneous one.

Over what time span do you work out the r.m.s. value
of a non-repeating signal whose power spectral density
is constant?
