Please also keep in mind that the dielectric properties of the ground also
depend on soil moisture. (Furthermore, even if the ground is dry, the layer
of dry ground between the ground surface and the water table, if one is
present, can act as a waveguide! I have observed this.) In addition, there
is a frequency dependence. For your purposes, "average" figures may suffice,
or perhaps not.
