There has been some discussion on nec-list recently concerning the
possibility of using NEC for modeling dielectrics.
Professor Keith Balmain at the U. of Toronto and/or Dr. Colin Bantin, a
former student of his, tried modeling a penetrable dielectric using a wire
mesh with some kind of loading. As I recall, this was being done in
connection with evaluating the cooking properties of a microwave oven.
It's my impression that this approach was somewhat successful, but don't
have any details.
Incidentally, use of an array of parallel wires as an approximation for the
EM properties of a plasma medium was done in the late 1950s or early 1960s.
This work was probably published in Radio Science, but again, I can't locate
the reference.
