NEC-LIST:monopole elevation tilt

Thanks everybody for your advice. The antenna I am talking about it mounted
on a continuous surface and it is conformal .It must not protrude from the
surface. However I could adjust the shape of the local ground plane in the
vicinity of the antenna .The antenna would still have the external large
ground plane. I could have a break between the ground planes in the
direction of radiation. if necessary. Would this help me ? What sort of
shaping is desirable?.
