NEC-LIST:Monopole on finite ground plane

Hallo All,
            Normally when measuring or calculating the elevation pattern of
a monopole on a large ground plane the beam looks above the horizon. What is
the minimum size of ground plane required to reduce elevation tilt near to
horizon.
Can this effect be reduced in any way .
