I think the following is what you are looking for:
The attenuation in a coaxial cable is minimum for an D/d (outside to
inside diameter) ratio of 3.6, corresponding to a Zo of 77 Ohms; this
is obtained from differentiating the expression for coaxial loss. I
think this takes dielectric into account, but could be wrong on this
bit. The Q is maximum at this Zo also. Power handling is maximum
when the ratio is 1.65, corresponding to a 30 Ohm Zo.
