Suggest you consider the principle pointed out by Wheeler -- "fill"
the radiansphere (hemisphere of radius lambda/2Pi) with "smart" stuff,
such as many bends and reflections. (Obviously requires a *volume* to
do).

Use big fat low inductance conductor if possible -- 4 by 0.030 inch
(100 by 0.8 mm) copper strap/foil for example.
  
Some fractal antennas border on this principle as recently reported
by Chip Cohen.

(So what, you use the entire HumVee, the aerial will be *efficient*)

Let us all know what you decide to do and the results if possible.
