NEC-LIST: NEC4 LICENSE

I'm a U.S. defense contractor, and I'm interested in obtaining
a copy of GNEC from Nittany Scientific, but it requires a NEC4 license
from the Lawrence Livermore Laboratories. What is the procedure for
obtaining such a license?
