Have a look at "An Efficient Moderate-sized Vertical Incidence
Ionosonde Antenna for 2-20 MHz Polarization Studies" by FJ Dietrich
and RK Long, IEEE Trans. Ant. and Prop., Vol AP-17, pp. 551 to 557,
1969.

Probably a different frequency from what you are interested in, but it
scales. At least it will get you started.
