NEC-LIST: Contrawound Toroidal Helical Antenna

Although I don't intend to create a marathon thread ala the
crossed-field antenna (CFA), I was wondering if any of the erudite
members of the list have thoughts on the Contrawound Toroidal Helical
Antenna (CTHA) invented at West Virginia University and for which
several US patents have been issued? From what I've read, some of
theoretical reasons given for its performance sound bogus. A paper
was presented(?) on CTHA simulation at the ACES 1996 Symposium but I
haven't secured a copy yet. Is the CTHA snake oil or does it have
some merit (perhaps as an electrically-small antenna)? Its
manufacturer, Integral Technologies, Inc., claims that a 1998
evaluation by the NYPD as part of a 2.4 GHz tactical video system was
