I have never tried this in a test chamber, but a loop of two
wavelengths circumference at the lowest frequency and made from large
tubing or a wide sheet has no real resonances at higher
frequencies. There is some variation in drive resistance, of course,
but an auto-matching circuit should be able to handle the required
range of matching. Suggest you do some NEC modelling along this line.
