NEC-LIST: Ground Mounted Monopole Problems

I have been trying to get a monopole to give the correct impedance
with NEC-WIN Pro (NEC-2). The impedance does not make sense (Hi-Z)
with real ground (seawater), but with perfect ground impedance is
correct.

Seawater is a pretty good ground and I have used MiniNec in the past
with this antenna with good success. Simulation is in VHF band.

Also, is there a NEC limitation with spacing of parallel wires?
Coupling of parallel wires (0.3 inches) is not matching real antenna
or old MiniNec Model.
