Look in the book "Dielectric Materials and Applications" by Von Hippel
It's an old book, but it contains many types of glass and several
types of cement, with relative dielectric constant and loss tangent
from 100 Hz to 3 GHz.

Von Hippel also includes a theoretical discussion on macroscopic and
molecular properties of dielectrics.
