We've done extensive estimates of efficiency with a Wheeler cap in the
last 4 years.
Experience shows:
1) the radius must be at LEAST 1/4 wave on a side, therefore bye bye
CFA testing.
2) Any ground-dependent structure is suspect by this method, such as
patches; inverted F's and so on.
3) Basically it works well with loops and dipoles and the like.
Lowest freq we've gone to is 146 MHz. The box was H U G E.
