I am used to thinking in terms of v-pol surface groundwave propagation
over lossy earth, in which case the field intensity is inversely
related to earth conductivity, and the wave is traveling along the
surface, rather than attacking it at a very steep angle as in my
initial example. So I guess everything is as it should be, and I was
comparing apples and oranges, and overlooking the fundamentals. In
retrospect, it was a pretty silly question. Thanks for your
"grounding" comments.
