International Conference on ANTENNAS, RADIOCOMMUNICATION SYSTEMS
& MEANS (ICARSM'97) and, in this connection, present an invited
paper. For invited presentation, we plan to reserve 15 minutes.
Please see the information about ICARSM'97 in Addendum to this
message.

2. We also need information on Foundations and other
Organizations, where we could apply to for financial support.
Finally, we would appreciate your recommendations on possible
ways to apply for financial support from ..., or other possible
sponsors.

   The 1997 International Conference on ANTENNAS,
RADIOCOMMUNICATION SYSTEMS & MEANS (ICARSM'97) will be held at
the Voronezh State University, in Voronezh, Russia May 26 trough
May 29, 1997. The Conference, the third ICARSM, is sponsored and
organized by the Voronezh Construction Bureau of Antenna Design,
the Voronezh State University, the Voronezh Regional
Administration, the IEEE APS-Chapter in Russia Section, the
IEE(UK), and others.

OBJECTIVE. ICARSM'97 is intended to provide an russian and
international forum for the exchange of information on the
progress of research and development in antennas,
radiocommunication systems and related fields, as shown in the
topics below. Another important objective of this meeting is to
promote interaction among participants.

SCOPE. This conference will cover a wide range of subjects. The
topics shown here are suggested; papers concerned with other
aspects of antennas and communication systems will also be
considered. In addition, special topics treating emerging
technologies heralding a new era in radiocommunication are
invited for consideration. Papers will be presented in both oral
and poster format:

WORKING LANGUAGES. English and Russian. Simultaneous
interpretation will be provided.

ABSTRACTS: Summaries (1-2 pages) related to one of the suggested
topics should be sent via E-mail by 20 November 1996 to:

Summaries may be written in English or Russian. The title must
appear at the top of the page in capital letter. Author's names
and complete business institution/company name and address must
appear directly below the title. If several names are mentioned,
please indicate in parenthesis the main author, to whom all
correspondence (via e-mail, only!) will be addressed. Authors
whose summaries are accepted will be notified by the end of
December 1996. At this time, they will receive author's kits with
full instructions for the final typescript. Completed papers must
be received by the Chairman before February 28, 1997. To avoid
the problem of a small minority of authors who submit papers but
do not attend the Conference, at least one author per paper will
be required to register by March 1, 1997. The registration fee is
150 US dollars if payment or confirmed notification is received
by 1 March 1997.

VORONEZH. It is large city in Central Russia, with State
University and nine higher education institutes. There are Opera
and Ballet Theatre, some other theaters and concert halls. There
are many other tourist attractions, museums, history and religion
memorials. Voronezh is cradle of the Russian military fleet. Near
Voronezh disposed the famous Khrenov stud (Orlov's trotters) and
the Beaver preserve.

A cultural program will be offered to the participants of
Conference. The participants will be given the opportunity to
take part in excursions and to learn about history, sights and
cultural life in Voronezh.

    Voronezh and Moscow have convenient train connection (night
train). There are daily direct flight to Voronezh from Moscow
and many other cities.
    At the end of May , the weather is generally very good with
sun and long hours of daylight. The day-time temperature is
expected to be around 20 - 25 C ,night temperature 12 - 17 C.

1. About previous ICARSM's Conferences:
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The first conference took place in May 24 - 26, 1993 in Voronezh,
Russia. It gathered about 89 participants from all over Russia,
and the other FSU Republics. About 40 paper were presented
covering a variety of aspects of antennas and communication
means. The book of abstracts was published (in Russian).

The second conference took place in May 29 - June 2, 1995 in
Voronezh, Russia. It gathered more than 110 participants from all
over Russia, and the other FSU Republics (Ukraine, Belorussia).
More than 60 paper were presented covering a variety of aspects
of antennas, microwave devices and communication means. The
proceedings (296 pp.) were published (in Russian and in English).
In view of the great success of the ICARSM'95, we expect you
might wish to be involved in Voronezh-May-1997 conference.

8. Venue and Accommodation:

The Conference will be held at Voronezh State University. The
Conference venue is located practically in the city center. The
address is Universitetskaja sq., 1.

Rooms at discounted rates will be reserved for participants in
the best hotel "Brno", very close to the venue, within the
walking distance (8-10 min). The rooms have a good level of
comfort and there is English speaking personnel.

Prices, approximately, are given per night PER PERSON:

10. Short Courses:

Short Courses will be offered on May 24 - 26, 1997 (in parallel
to conference sessions). Proposals or suggestions for these
courses should be submitted by Dec. 01, 1996.

11. Cultural Program:
~~~~~~~~~~~~~~~~~~~~~
For the Conference participants there will be offered a cultural
program. Participants will be given an opportunity to take part
in excursions and to learn about history, sights and cultural
life in Voronezh. The main Social Events are:

Theater evening. Tickets will be available on
the registration desk. 26, 27 May, 19.00

Excursion on Khrenov Stud (famous Orlov's trotters) and other
Memory Places in Voronezh region (one day, 9.00 - 17.30). Price
is included in the Registration Fee.

Conference banquet. Price is included in the Registration
Fee. After excursions, at 19.00.

The Organizing Committee will be pleased to assist in making
personal arrangements, either before the Conference, or at the
Registration Desk. There will be highly interesting visits to
Russian research centers.

12. Transportation in Voronezh:
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
In case of necessity, car transportation from the airport or the
railway station to the hotel "Brno"(and the Registration Desk)
can be provided on May 25 and May 26. If you arrive at other
time, the use of public transport (city buses and trolley buses)
is recommended. In case of necessity, car transportation from
hotel to the airport or the railway station can be provided after
the conference.

12. The written and spoken Language of the Conference is
English (for an international audience) and Russian. Special
help with language is also available from the Conference
Translation Service.
