If the entire space charge density is changing in time, and
that time change is related to the air velocity vector field, I
don't see how you can decouple the air flow from the electrostatic
problem. This is a little like a plasma problem.
On the other hand, if the space charge density is in some sort of
equilibrium, then just use that (or the average) space charge
distribution.
