new location for the NEC Web pages.

Got my new ISP account and moved the webpages. The new URL is

http://www.traveller.com/~richesop/nec/

This should be faster. Don't have all the bells and whistles (counter, log
report, etc.) working yet but the basic pages are there. Let me know if any
of the manual is missing.
