You could also consider MacNeal-Schwendler's MSC/EMAS. It seemed pretty
memory hungry when we tried it, but I think this may be intrinsic to FE.
Personally, I have had great satisfaction with THREDE from EMA (EM
Applications Inc.) of Denver (303-980-0070). This is one of the oldest
radiating FDTD programs, originally written for EMP analysis for the DoD,
but now in commercial domain and free of military restrictions. It has
been steadily updated so is not out of date.
